There’s a possibility that it does not mean literally ‘glass’ eyes, but instead means blue eyes. Those animals with blue eyes are sometimes called glass eyed.
I hate to be a wet blanket, but as weird as it sounds, a blind dog might not actually be that bad as a guard dog. Dogs are not generally known for their keen eyesight: their smell and hearing are both much more acute than their vision. So while I have doubts the sheepdog would be able to do much to stop an intruder, it would certainly be able to detect one and get your attention.
Chihuahuas, on the other hand, are EXCELLENT guard dogs. They have no concept of their own size and they can be absolutely vicious. My neighbors had a small pack of chihuahuas. Nobody ever thought about setting foot in their yard.

It does say “2 glass eyes” though. That seems to be a strange way to say the dog was blue eyes. You wouldn’t say “my dog has two brown eyes”…
