Well, they probably meant to say that it was a CFIT — Controlled Flight Into Terrain. This is a surprisingly common form of aircraft accident, where the pilot accidentally flies the plane into the ground, usually because he’s become disoriented or distracted, but everything with the flight is otherwise fine (no wind sheer, no massive technical problems, etc).
It’s all relative. Depending on your frame of reference, the crash occured when the ground struck the plane.
I’m no pilot, but I imagine that flying a plane into the ground may cause massive technical problems.
